To make the legs I extruded down from the waist, I then detached it to work on the pelvis alone. I then made the basic pelvis. I re-attached the pelvis to the torso extruded downwards from the pelvis merging the vertexes as I went until the legs were complete. I also tweaked the shape of the legs to show the calf and define the knee to allow for a simple rig later on.
The feet were made separate then added on the ankles. My character is wearing a 'sneak suit', therefore the legs/trousers were easier to model due to its smooth/tight fit. I then smoothed out the model using the convert polygons tool.
